Too Many Chiefs.

In the past, chemical labeling has been regulated by every country, industry, & agency. As a result, the same chemical would require several different labels depending on which industry was utilizing it, where it was in the supply chain, and who the end user was. Or it would end up in another country without any label.

In order to simplify & ensure proper labeling, GHS set up a universal (world-wide) standard system for identifying potentially dangerous chemicals. Each label is required to have the same set of elements. The elements must identify the chemical dangers according to the Hazard Communication Standard (HCS.)

With GHS aligned with HCS, all employees will not only be provided proper warnings- all employees (from any country or industry) will be able to understand what the warnings mean.
OSHA places this responsibility on every employer. Whether your are in the chemical industry or the tanning industry-- they will enforce this on your company.
